Donald C. Wilson

Donald C. Wilson

Prior to founding one of Cirrus’ predecessors in 1996, Mr. Wilson developed an extensive commercial real estate portfolio in various locations across Texas and surrounding states. Over the last ten years, Mr. Wilson’s focus has been exclusively devoted to the development of successful medical operations platforms and medically-oriented real estate projects. In addition to his work in medical operations, Mr. Wilson has participated in over 40 medical real estate development projects including ASCs, SSHs, acute care hospitals, medical office buildings, primary care clinics, radiation oncology units, and other complex medical facilities.

Mr. Wilson earned a Bachelor of Business Administration from the University of Texas.

  • Chief Executive Officer

Barry D. Smith

Barry D. Smith

As Chief Executive Officer, Mr. Smith is responsible for overseeing the management and overall success of the Cirrus Health organization. Prior to joining Cirrus, Mr. Smith served for over twenty years with the Baylor Health Care System, Dallas, Texas, where his positions included Senior Vice President of Finance for HealthTexas Provider Network, a 501(a) corporation wholly owned by Baylor Health Care System. As chief financial officer for HealthTexas, Mr. Smith was responsible for financial and management reporting, accounting, billing and collection and budgeting and long range financial planning. As Vice President of Finance for HealthTexas, Mr. Smith was primarily responsible for the planning, establishment and financial development of the initial investment of approximately $25 million to establish HealthTexas, which included the acquisition of physician practices.

Mr. Smith received both his Master’s in Professional Accountancy and his BS in Biology and Chemistry from the University of Texas at Arlington. Mr. Smith is currently a Certified Public Accountant and a member of the Texas Society of CPA’s. Smith is also a part of the VHA 501(a) group as well as an Instructor in Advancing Best Care at Baylor.

  • Chief Financial Officer

Allen Horak

Allen Horak

As Chief Financial Officer, Mr. Horak is responsible for managing the financial and accounting affairs of Cirrus Health. Mr. Horak brings over 25 years of combined experience in both public accounting and industry.

Prior to joining Cirrus Health, Mr. Horak served 8 years as Chief Financial Officer and Vice President, Finance for Fellowship Technologies, the leading web-based church management system. At Fellowship Technologies, Mr. Horak managed all aspects of the accounting, finance, human resources, and contract administration functions. Prior to joining Fellowship Technologies, Mr. Horak was Senior Manager at KPMG, where he served as project manager for the development of enterprise applications which enabled large multinational companies to manage their international assignment population. Previous to KPMG, Mr. Horak held financial and accounting management positions both in industry at Central and South West Corporation and as Senior Manager at Arthur Andersen.

Mr. Horak received both his Bachelor of Business Administration – Accounting and Masters in Accounting degrees from Texas Tech University. Mr. Horak is currently a Certified Public Accountant and a member of the Texas Society of CPA’s.

  • Chief Operating Officer

Trey Klawiter

Trey Klawiter

As Chief Operating Officer, Mr. Klawiter is responsible for leading the management of clinical and operational activities of existing and new healthcare facilities within the organization.

Mr. Klawiter brings over 10 years of executive experience managing for-profit acute care hospitals. Most recently, he served as Senior Vice-President and Chief Operating Officer at the Nix Health Care System in San Antonio. His responsibilities included; overall operations of a two hospital system, strategy development, cost containment, revenue growth and construction management. Prior to working with the Nix, he served in leadership positions with Iasis Healthcare and Health Management Associates.

Mr. Klawiter received his Bachelor of Business Administration degree from Texas Tech University and his Master of Business Administration from the University of Texas at Austin. He serves as a committee member the Boy Scouts of America and is a member of the American College of Health Care Executives.

Cheryl A. Shaw

Cheryl A. Shaw

As Senior-Vice President, People Development, Ms. Shaw is responsible for the oversight of all aspects of human resource management. Ms. Shaw has 20 years of progressively responsible experience in human resources, working for both non-profit and for-profit organizations in both the public and private sectors. Her experience encompasses all aspects of human resources management and labor relations, including complete development and implementation of human resource departments in both union and nonunion work environments. Ms. Shaw has considerable experience in the areas of project management/business administration, contract proposal preparation and negotiation (both technical and cost) union agreement negotiation and management, industrial security management, and compensation plan development and implementation. Ms. Shaw joined the Legacy Company in April 2002. Ms. Shaw served as company representative at grievance, mediation, arbitration, National Labor Relations Board proceeds and state unemployment hearings. Ms. Shaw previously worked with several governmental organizations, including the state of Florida, and in subcontract relationships with the National Aeronautics and Space Administrations (NASA), the Department of Defense (DOD), and the U.S. Air Force (USAF).

Ms. Shaw graduated from Nova/Southeastern University, Ft. Lauderdale, Florida with a Bachelor of Science in professional management and is a current member of the Society for Human Resources Management.

Tracy L. Edwards

Tracy L. Edwards

As Senior-Vice President, Corporate Communications, Ms. Edwards is responsible for the oversight of the intercommunications system, public relations, marketing, event planning, and advertising organization-wide. Ms. Edwards joined the Legacy Company in February 2003. Prior to joining Cirrus, Ms. Edwards managed the creation, production and distribution of direct mail campaigns and products, both nationally and internationally, for a world-wide, non-profit organization. Additionally, Ms. Edwards managed all administrative requirements for the department, including staff management, finance and budgeting responsibilities. Ms. Edwards served as Regional Supervisor for a well-known restaurant service franchise and served as project manager of the construction process and successful opening of multiple restaurants. In addition, Ms. Edwards developed, implemented and managed the company-wide training initiatives and marketing campaigns.

Ms. Edwards graduated from the University of North Texas with a Bachelor of Arts in Psychology and is certified in Crisis Communications and non-profit leadership and management.

  • VP, Business Support

Dave Koford

Dave Koford

Mr. Koford joined Cirrus Health October 2007 and is responsible for negotiating and managing the contract relationships between the healthcare facilities and the health insurers. Additionally, he oversees the revenue cycle management process through the Cirrus Health Central Business Office and supporting the business office operations located at the individual facilities.

Mr. Koford most recently served as Regional Director of Managed Care at Community Health Services (formerly Triad Hospitals) where he was responsible for the managed care strategies and budgets for 15 hospital markets throughout the United States. Additionally, he managed the payor relationships for over 275 contracts and directed the activities of four field managed care and administrative staff. Prior to that, Koford served as Director of Managed Care at Northwest Health System in Tucson, Arizona and was responsible for all managed care contracting and payor relations.

Mr. Koford received his Masters of Health Administration and Bachelors of Science in Psychology from Brigham Young University, Provo, Utah. He is a member of the Healthcare Financial Management Association.

G. Taylor Wilson

G. Taylor Wilson

Mr. Wilson, former Chief Operating Officer, now serves in a consulting role for Cirrus Health. As Chief Operating Officer for Cirrus Health, his responsibilities included operational support and leadership at Thousand Oaks Surgical Hospital, Spring Creek Surgery Center, The Surgery Centre at Craig Ranch and The Hospital at Craig Ranch development and leadership of Apple Health. Prior to joining Cirrus, Mr. Wilson was the Senior Vice President of Consulting for HealthTexas Provider Network, a 501(a) corporation wholly owned by the Baylor Health Care System. Consulting services provided under his direction included physician group strategic planning, practice financial analysis, billing and collections services, and patient accounting system analysis. Additionally, he managed various physician acquisitions, primarily specialists, in response to strategic initiatives throughout the Baylor Health Care System. Mr. Wilson served as corporate advisor to a surgical transplant and hepatologist group and coordinated a 400+ physician network dedicated to the pre and post care of transplant recipients. Prior to HealthTexas, Mr. Wilson established Wilson and Associates, an accounting firm that specialized in medical and dental practices. Clients ranged from solo practitioners and group practices to hospitals and physician networks. Mr. Wilson worked for Dental-Medical Economics, Inc. until 1997, with a primary focus on financial planning, tax planning and preparation and new product development.

Mr. Wilson is a Certified Public Accountant, and earned his Bachelor of Science in Economics from the University of Texas at Arlington. He is a member of the Medical Group Management Association and the American Institute of Certified Public Accountants.
